Repaint is the only solution for clear failure

Failing clear is non recoverable ... was the roof a repaint? Is there any other clear failures on the car? Was the roof ever wet sanded?

you could do it ghetto-style and buy a bottle of touchup clearcoat then just paint it on and sand it smooth.

repaint is the only way to fix that should cost about $300 - $500
