Flashing Lights - Car won''t start

I recently bought a 95 Honda Accord.  Sometimes when opening the door the tail, turn signal and dashboard lights would start flashing but could be turned off by hitting the ''options'' button on the key ring bobble.  But today the car is flashing all of the lights and won''t start at all.  When you unlock the car then the lights start flashing.
 
One of the batteries in one of the bobbles has been replaced; the other bobble battery has not been replaced.  Neither bobble is turning off the lights today.   Any ideas?  Maybe a new battery is needed for the car?  Or is it more serious?

Sounds like you have an alarm that is setting its self off when you open the door. If the horn isnt beeping its probably an aftermarket alarm. Just disconnect it from the battery.

Problem solved.  The batteries in the keychain bobble needed to be replaced.
