Actually Windsor and many other areas were closed due to the foot & mouth epidemic so Her Majesty was not in residence.

It doesn't matter what you wear if you were to meet the president.  It would be more of a question of what you would bring.  I think a Slinky or Magic 8 Ball would satisfy him.
