In the 99 accord V6, where is the governor thing? my car wont go past 125 unless im goin downhill. my friends said it could be a chip, wires, or some programmed chip. where is it and how do i deactivate it?

I believe that then entire computer must be removed and sent off. You might want to call these folks:
