Does anyone know what the rating is on the supplementary switch that comes along with the fog light kit on the 07 Accord Coupe?

Which rating are you looking for?  Voltage handling? Amps?

To tell you the truth, I was wondering on whether I would be able to use it as a rocker switch to control a Whelen Strobe power supply rated at 9 Amps. Not sure if your familiar with the supply console.....heres a link

The easiest way to figure that out would be look at your fuse box to see what size fuse honda runs for it's fog lights, if it was less than 10 amps I'd be stunned

Thanks....its a 20A fuse.....Is there a way to figure out which pin is what?

The easiest way to determine which is what (I'm assuming you are talking about power vs. ground etc.) is with a volt meter or a test light.... Test lights are cheap/VERY easy to use
