I have a 03 accord lx and would like to change the headlight to the new cool blue lights like my wife has in her Acura TL 03. What would be required to do this and how much?

About $250 in labor and another $250 in parts to do it properly. Or go cheap and get a HID kit off of ebay. You will probably blind people with your lights, the stock housing aren't made for true hid lighting.
The TL lights are HID's. Cool blue are the cheap wal-mart bulbs. They will never look like that.
