dash lights not working

I've been searching this subject for a couple of weeks now. I have a 99 accord ex. the dash lights and ac control lights are not working. I did the check on the dimmer found on one of the threads. It reads from 0 to around 19+ ohms. I have replaced the drivers side multiplex controller and the instrument cluster (junk yard parts). No difference. What else could cause this problem. I've also checked the fuses.

Ok  lets see if we can fix this ...

First of all  did you chk the fuses ??

Underdash driver side fuse # 9  7.5 amps
Underdash pass side  fuse # 10  10 amps

If fuses are bad replace and recheck

If fuses are ok..
Rt side under dash by the kick panel , there is the taillight relay , it has 4 wires ,( 2  red/green, 1 red/yellow  and 1 red/black..
with the headlite  switch on, you should have power at both red/green .. ground at the red/yellow  and power at the red/black

if you have power at both red/green, ground at red/yellow and no power at red/blck  ,, you got a bad relay..

it you got all the proper power and ground at relay, than you got a wiring issue from relay on,,

A quick test is to give power to the red/black wire with head lite switch off ,, if dash lites wotk  than you know the the wiring from relay  downward is all good .. but chk the easy things first  ( FUSES) ,,

ok, the fuses are good. I already checked these including the fuses under the hood. I can't seem to locate the relay though. All I can find under the dash on the right side is the connectors for the ac / heater unit. I'll keep looking. I even looked behind the kick panel, nothing there either.

can anybody point me in the right direction to find the relay. I dont see one on the passenger side. Is it near or behind the fuse box?
