Idle Control Valve or Map Sensor?

Default Idle Control Valve or Map Sensor?

When I turn on my car and pass a minute maybe, the revolutons drop and up continusly. When I take off the MAP SENSOR the car stop to do that. Much people said that the problem is the IDLE CONTROL VALVE, but if it is, why the problem stop when I take off the MAP SENSOR?

My car was out of use a lot of time.
