You will need a volt meter to do some testing.
Unplug the bulb that is not working. Turn on the hazards. Check for pulsing voltage to the non-black wire to ground (any bare metal bolt nearby will work).

That would be an over-fueling problem.
Reduce the amount of fuel going to your motor and you will get better MPG's as well as kill less baby seals.
Rolling Coal is about as cool as Parkinson's Disease.
As for the blinkers on the Honda I bet PA Honda's test is going to show that you do have voltage to the bulbs which will mean a bad ground, most likely corrosion in the bulb connector. That would be my guess.
