2003 Honda Accord A/C clutch no power

Suggest checking the AC pressure switch for closure. Remove connector and check two switch pins for short (switch closed). If switch is open, you know why the AC won't run. This switch is designed to protect your compressor when charge is low.
A pressure of 65-70 psi is low for a cold engine for most US locations (< ambient air temp in degF). If engine was warm when this was measured, it is definitely low.
