Default Put in new engine and now is rpm fluctuating

Okay guys so I put a new engine in my 95 Honda accord EX Automatic. I had an F22b1 engine and I put the same type back in. I kept my old intake and put new gaskets on the intake and exhaust. Kept my old transmission. Kept my old distributor, alternator, and power steering. So after it was all back together and on the ground I started her up and it jumped up to 3000 rpms and then started fluctuating from about 3000 to 4500. I turned off the car and noticed a broken Air change temp sensor. I got a replacement and now the car is jumping from 1500 rpms to 2500. When its in drive it wont go any lower than 3000 rpms and will fluctuate when im coasting down the road from 3000 to 4500.

After looking around i dont see any hoses undone or any sensors unhooked. There is no check engine light.

Any ideas?

Vacuum leaks?

Air-pockets in the cooling system? Really, that can confuse the idle-control system. Open the heater to full-hot & bleed air from the bleed-screw on the thermostat housing.

Look in the DIY section for something about tightening the FITV (fast-idle thermo valve).

Then look in the DIY section for a post by me about setting the BASE idle and forcing the ECU to re-learn the idle.
