Who told you that you need to swap out the ECU? What ECU did they tell you to get?

You may want to post in the nitro, super and turbocharger section.

I am not too sure what you need for a F23 turbo setup.

I can tell you that an older engine computer (95 and earlier accords) were OBD1 engine computers. The 96+ accord had OBD2 engine computers.

I think that the OBD1 computers can be flashed, but not the OBD2. I am not completely sure on this stuff. The electrical connectors for the OBD1 and OBD2 ecu are different, so you would have to get an OBD1 to OBD2 adapter.

Do your homework to find out what you need to do this properly.

It this accord and auto or manual transmission?

Manual trans is good - I think what PA was getting at is that 98-2002 automatic transmissions are kinda fragile so you don't want much more than stock power.
