Default 95 Speedometer not working

I just bought a 95 Accord EX and when I took it for a ride yesterday, I noticed that the speedometer isn't working. When I start the car, it sits at about 18MPH. When I back up, it bounces a little between 10-18MPH and when I drive it just stays at 18MPH. No CEL on. Anyone have any idea? I'm going to be changing the brakes and wheels this weekend, so I guess I'll start at the wheel speed sensor, but has anyone heard/ran into this problem?

Well, if you have no CEL then the most likely problem is the speedo head in the cluster.
Having no CEL indicates the Speed sensor is putting out the correct pulses.

Does the cruise control work?
If no CEL it probably does. If it was the VSS, the CEL would likely be on and the cruise would not work. Also if you have an automatic, a faulty VSS would cause transmission shifting problems.

It is likely the speedo head within the cluster as hondadude said.

Sounds exactly like what mine did when the speedometer itself stopped working.

Do not replace anything till you diagnose first

But is sounds to me like you got a bad speedo gauge

Diagnose x2
If the speed sensor itself was bad, you'd have a check-engine light & your cruise-control wouldn't work.

And the transmission wouldn't shift correctly if you have an automatic

Thanks guys. Any way to easily fix it other than replacing the cluster?

If you're lucky, it's loose/corroded wiring connections at the back of the cluster. You should check to rule that out, but don't hold your breath.

The hardest part will be getting the old cluster out since you have to remove the whole dash. Check the connections as JimBlake said.
The easiest route will be to either buy a used cluster off ebay (most will roll the mileage to whatever you want it rolled to) or send to a speedometer repair shop (can be found online - you ship them your cluster, they fix it, and send it back - probably run you $100 or a bit more).
if you take it to a honda dealer they will simply throw a new speedo unit in there (odometer is part of the speedo unit) and the odometer will show 0 miles.
