Default Front license plate mount

Need to replace my girlfriend's front license plate bracket which was stolen from 98 coupe. Looks like the stock mount slides in and is secured on the bottom side of the front bumper. It doesn't look like there is any way to get a nut behind the front bumper to attach an aftermarket license plate bracket. What's the best way to get this plate attached without going to the dealer?

Thanks!

Zip ties. Honestly.
I don't keep my front plate on my car, but I keep it in the car if a cop tells me to put it back on.
What year?

On a CD5, it's real simple. The two bolts attach to two corresponding holes in the grill. I'm assuming your car's process is harder than on a 94, because that's the nature of cars getting newer. What he^ said though. Are the mounts broken?
