Idle air leak in component (FITV), loose vacuum line, or intake manifold is allowing too high idle. W/O IACV connected base idle should be around 750 rpm.

I don't know why I didn't notice that question back in April...
1998 doesn't have an FITV, but Tex has good suggestions.
