Default Catalytic converter or O2 sensor?

Hey guys, I recently ran a diagnostic on my '96 Honda Accord LX 4 cylinder and I got the code P0420. I looked it up, and it said Catalyst System Efficiency Below Threshold (Bank 1). My guess is that it is either the oxygen sensor or the catalytic converter. If it is the catalytic converter, is it likely to be the one in the front or the back of the car? Thanks!

Welcome new member!
There's only one cat-converter.
IF it's the O2 sensor, it would be the rear one, mounted in the cat.
