Default clock light and automatic seat belt wont work

i have a 1991 honda accord and my clock light wont work except if u press it and it just say 1:00 all the time and my automatic seat belt wont work at all do you guys know how to fix it and do you guys know how its they're all connected so i can check the wires if there's a problem since already check the fuse and all of them looks fine i would really appreciate it if you guys answer this

chk fuse # 1 , 10 amps dash fuse box and fuse # 24 , 7.5 amps under hood box

And make sure to test them and not just look at them ..

sorry no info on auto s/b other than i have been choked by that belt while working on that kind car.
