Default Dash lights DIM? PLEASE HELP

So I have a 95 v6 Accord and the I have a check engine light, srs light, abs light all on. I know why each is one, thats not my issue. I just had a new starter and battery put in, alternator was tested as well and its fine but the lights dim A LOT during the cars operations. Sometimes its only when I hit the gas other times its completely random....

What else could cause this issue? Any help is appreciated!
