Unhappy emmssion failed code P0420 and P0401 on 99 accord ex 174k

Ok. so i got a new car, the check egine light was on. was told it was "nothing", so then i go get tags for it. was told i needed an emmission test.
so i go do that and voila, does not past!!!! i was told it was because of this:
P0420 Catalyst Sys Efficiency Below Threshold (bank 1)
P0401 Exhaust Gas Recirculation Flow Insufficient Dete

ok, so i go to a mechanic and they want to charge me almost 100 bucks to tell me whats wrong and then from there tell me what they can fix!

is this something i can just pick up at an auto parts and replaced myself??

its on a 1999 Honda Accord Ex with 174k miles. (4 door)
please any help will be appreciated. Im currently unemployed so i can't afford to get it fixed. I gotta try on my own.

Well, the P0420 is either the catalytic converter (most likely) or the secondary in-cat O2 sensor. Fairly simple fix, but can be labor intensive working on a rusty exhaust system. Looking at about $100-350 for a DIY fix.

P0401 is the EGR system is likely clogged with a carbon soot buildup. To fully clean it, you must remove the upper intake manifold and EGR valve, and clean it. Total cost would be about $20-25 (2 cans of carb/intake cleaner, 1 set of brushes [nylon, steel, brass], possibly a new EGR valve gasket/1 tube RTV silicone gasket maker). Very labor instensive, but worth it. You can clean the IACV valve on the backside of the manifold while you're at it to insure a steady idle in the future as well.

I'm dealing with a similar issue on my fiancee's 99 Accord EX 4-cyl with about 140k, and I'm just trying to find some instructions on how to take the intake manifold apart so I can get in there and clean it. With the fuel rail/injectors, vacuum hoses and all the other stuff in the way (not to mention the inconvenient location of the manifold all the way back underneath the cowl), I don't want to just start taking things apart without knowing what I'm doing.

Anybody got any links/pictures/instructions for me? I found this one over on another forum, but it doesn't show full removal... just enough to get the upper and lower pieces of the IM apart to blow some crap out.
