Default F20A DOHC miss fire/surge

Hi all in honda land. Hope someone out there is clued to give some sound advise. I have a 1993 Honda Ascot Innova (JDM Accord) with a F20A DOHC with a auto trans with programmed fuel injection. (std on this engine) so the problem I am having is the engine will miss fire on cold start-up run up to approx: 1800 rpms and after about 2 or 3 min when the warms the revs come back to normal. At 100km/hr or 60m/hr It also experiences a miss or surge. I have replaced leads, plugs, rotor, dist cap, coil, ignition module, temp sensor to the ecu. I have not yet seen the engine check light on but had a computor check for era's but when i connected to the engine ecu via a diognostic computor the engine check light stayed on. With the codes it says if there is not flash it means the ECU but what I want to know is does the check light stay on or go out when being checked. I look forward to some-ones help

When you jumper the SCS plug & turn on the key, the check-engine light is SUPPOSED to come on solid, IF there's no stored error codes.

Brand of sparkplugs? Honda engines seem to dislike Bosch. Other than that, it sounds like you've checked everything.
Consider plugged EGR ports, but I'm not sure if the DOHC engine has them. Besides, I haven't had to clean them out on MY Hondas, so I hope someone else chimes in about that.
