!!! FIXED !! WEIRD ELECTRICAL ISSUE HELP !! FIXED !!
I recently replaced the radiator timer under the dashboard,
I removed an aluminum box to have it out of the way, replaced the timer. Everything is good, Except, that now I have no Gauge cluster lights and no tail lights.
I was reading the manual and found no clue.
Checked all fuses, they are all good.

You probably blew the tail light fuse. The tail light and instrument panel lights are on the same fuse for a reason ---> so you know when you don't have tail lights. Unfortunately, most people don't know this, and continue to drive without either!
Check your fuses, both under the dash and under the hood.
Be sure to post back what fixes it...

I Fixed it !
Under the hood fuse box
For some reason I had moved the fuse from its original place. I moved it from #33 to #34
Put it back to #33
Fixed it ! see fuse locations below :
