Car: Honda Accord SE 2002

I don't know if this is due to something I did or the cold weather/ice but my wiper blades aren't working properly.

When I press the arm to make the blades just wipe once, they will pause right where they arewhen I release my hand from the arm. If they are on intermittent, they will pause halway across the windshield. If I put it on the high setting, they don't go the full speed that they ought to at that setting.

Anyone have any ideas or quick fixes before I take it in?

I called the Honda dealership and I have an appointment in a week and when I asked if it is the motor on the blades they said it could be that or a "switch"
