thank you for your quick response.
it is 1990 honda accord Ex. i am trying to remove the original key cylinder that has a pin.It needs to be pricked, pulled out, and replaced with an after market one from auto zone. I have already unscrewed the the nuts an taken out the plastic cover around the steering so this is where am stuck now.

See link techautorepairs.com/ignitionswitch. I think this should cover your question.
Security bolts don't have to be drilled. A sharp punch or cold chisel can be used to strike an edge blow and break them loose. They turn easily once loosened. Same procedure to tighten.
good luck

If I understand your question correctly, you need to put the old key in the "I" position to be able to press the pin down to remove the old cylinder. Try it on your new one to see how much more the pin moves when in this position.
To install the new cylinder, put turn the key almost to the "I" position, slide the new cylinder in until it stops, and then simultaneously push it in and turn the key all the way to the "I" position. It should slide right in.
Good luck
