It should enter using the buttons. Turn the key to on and enter the code.
If you have tried a few times (forget how many) it might be "locked" and not allow you to enter the code. To "un-lock" it, you have to remove power from the radio for a few seconds/minute.
If you google "2007 Accord radio code" you will get plenty of videos.

What?
There are - should be - "buttons" for the "pre-set" radio stations. These are numbered and what are used to enter the code.
If yours has "no buttons" and just a **** - please take a picture of it and post it here so I can see this and then try to help further.

- sorry I missed the "NAV" part of this....my bad.
Ok, this will be hard since the display is out
Put in the NAV code - or if is is working skip this and
press the left dial to turn on your radio.
Normally you would look up at the LED display where your clock is...it would display CODE.
With no display this is the part where you will be flying blind.......hey even the blind purple flying squirrel seems to find an acorn every now and then
Twist the ****, I forget if it is the left or right ****... and you'll see numbers move from 0-9... twist the **** to the number you need, press the **** in and then it will move to the next digit... do this to put in the 4 digit code for the radio.
Again, my bad for missing the "NAV" part of this.....
