Maybe, the right/pass side fan relay is in the underhood fuse box. You can swap the power window relay into the slot and re-test. If the fan runs and the windows don't......well you found the issue.

If the fan still does not run - jump some wires from the battery to the fan connection and see if it runs. If not, well time for a replacement of the fan motor (several choices on this).
