Default Power Steering Whine on Cold Mornings

94 Accord 6 Cylinder
Last couple of mornings, my power steering has been harder to turn and makes a really loud whining noise. After it warms up, it seems to be fine. I checked the PS fluid level and it was fine. I put about another ounce into bring it up to the full mark. This morning it was whining again and when I looked, it had bubbled up out of the top of cap. Any ideas? I can't get an appt. with my mechanic until about a week out and don't want to damage if serious. Car has about 60k miles on it.

thanks for your help.

I am using Honda Fluid and no, there appears to be no leaks.

Don't like the sound of replacing the Rack -- how much did that run you?
