i was able to find and pull out the fan timer behind the dash...
i unplugged the fan timer while the fan was running (car still turned off and cold) and the fan continued to run.. does this mean the timer is in fact my problem? or i have another problem?

i dont think so.
In my car, once i unplug the timer, the fans die completely, they dont work with or without ignition, aircon doesnt work, everything is dead until i plug the timer back.
I suspect you have a short somewhere and the fans are juiced continuously, regardless of the switches or timer.
I'm running out of ideas here.
Did you do any work on your car last week that might have triggered this ?
Let me check the fans electrical diagrams and i'll get back to you.

i just remembered there is a relay in the fuse box under the hood that controls the fans while the ignition is off, it's a black relay next to the fuse 23.
There are 2 relays that look exactly the same, one is for the fans, the other for the power windows, try using the power windows relay instead of the fans' and let me know if the fans stop

Try unplugging that connector that is circled in red in the above post. If you fan shuts off, then replace that temperature sensor. It is called temperature sensor B.
Easy to do, drain coolant, unbolt sensor, bolt new one in, refill with coolant.

thought i'd update for you... i went to the wrecking yard and pulled a fan timer to try ...
i unplugged my battery and removed both my computer fuse, and the fan fuse just to be sure that all the circuits got reset...
plugged in the new fan timer and re-attached all the fuses and wires.. for about 30 seconds the fan didn't click on and i thought it was fixed, however the fan started up again after that.. rotating at a low RPM speed for 20-30 seconds and then kicked up to the same speed it was at before...
any ideas anyone? i'm really lost here and don't have the extra cash to just leave it at a shop and get it fixed right now..
