Probably due to air is entering the power steering pump through the inlet joint O-ring.

mine did the same. Honda dealer wanted 750.00 to fix many things. There is an updated red o-ring at the inlet fitting on the pump. .89 cents and 5 minutes to change. Dealers suck!!!

A LOT of people got screwed for pumps with this issue. Luckily, I knew about the o-ring before my pump started screaming one cold morning.

Low PS fluid level will also cause this problem. Make sure fluid level is good and no leaks.

good luck
