My 1990 Honda Accord was doing the same thing. To make a long story short, after my favorite mechanic checked every thing else, they finally checked the ecm and tcm. They found that both of these looked like they've been drowned in water. After instauling a used ecm. the car runs a whole lot better. After I recieve my tcu in the mail, I plan on taken the car back to them so they can replace that also. The computers were most likely drown when I was living on a block that flooded everytime it rained pretty hard. It was a time when the car was not being drivin for at least 8 months beause it needed a starter and I was broke at the time. Water most likely got high enough inside the car that it reach the computers, which is under the passenger side dash.

i have the exact same issue with my 96 ex vtec. its rev-limited for sure, just over 3000. what did you find out on yours?

Default I'm having the same problem right now.

The ECU is in LIMP MODE. You need to find out whats causing it to go into LIMP MODE. The ECU itself may be fried, I'm waiting for my new ecu to arrive.
I got a OEM ECU for $25.00 on Ebay from a wrecked Accord.
The only reason why I decided to change ECU is because I have tried everything else.
New Crank Sensor
NEW DIZZY
New Main Relay
New ICM (aka Igniter)
New MAP Sensor
New TPS Sensor

Hey, just fixed the same problem on my 1996 non vtec accord, I was following everyone else's reply's to this and it ended up being the crank sensor, replaced the distributor in the process of trying to fix it. My problem happened right after doing a water pump and timing belt, not sure if we hit it or if it was just coincidence, anyway, problem fixed, and it was throwing a crank sensor code. Later guys and I hope I helped someone out.
