Have someone rev to 2000 while you look underneath for the noise? (you better pick someone you trust to hold the brakes)

Try holding a rag over the tailpipe while it's idling. The back-pressure will cause small leaks to get louder so they're easier to find.

Maybe more likely your cat is clogged?

If there is a whistle there is a leak some ware. Check where your flanges meet...the gasket might have gone bad. Also you might be looking in the wrong spots too..try looking around your downpipe and header. Check where your header meets the head also. There lops of spots where it can leak. Like Jim said use a rag and search for your leaks that’s you best bet. There also is another way to try and find the leaks but it’s gonna cause lots of smoke but your cleaning your engine out at the same time. Go buy some sea foam...run it through your break booster line. DO NOT POOR...drizzle it into the line or if you have a spray bottle spray it into the line so it’s more atomized...the line is a vac line so your RPMs will bounce around until you plug the vac line back in. The sea foam will make your car white smoke for about 5min that is burning off all the carbon build up in the engine. Now you should be able to find your leave from the smoke...just block off the muffler with a rag and see if you can see the smoke leaking out of your exhaust anyware. Have to be fast about this though b/c the smoke won’t last and you don’t want to use too much sea foam in your engine it can damage it IF you use too much. It's basically like running really really really high raw octane fuel in your engine.
