You can not just soak those bolts in WD40 that will do nothing. WD40 is a lubricant not a rust penetrate. You best bet is to get a Torch and cut the old bolts out put the new cat in with new bolts. Sorry bud ..... a little wrong info there.  WD40 is a penetrant and cleaner, not a lubricant.  The name WD40 means that it was the 40th formula that they tried for Water Displacement.  PB Blaster works better, but WD40 will free up stuck bolts.  Supposedly PB Blaster is magnetically charged to penetrate better, deeper and faster, but I find it hard to believe that any spray liquid could hold a magnetic charge.

I''ve seen some small operation penetrants that outperform PB, but for something that is easy to find, PB Blaster is the way to go to loosen bolts.  WD40 also works and tends to already be in many households ...... 3-4 cans scattered around in various places in my case.
