are you trying to paint OEM's? If so i would just spray paint them after cleaning them up real good

If you're going to paint them, you should consider whether you need a base coat first (i.e. if you are using a translucent paint you will need a base coat, for plain tones like white/black you can probably paint directly over the rim). For alloys, clean the surface thoroughly with soap and water and let air dry. Do not use any solvents for cleaning as it will make it harder for the new paint to stick. You might also consider chroming your rims. I've seen pictures of stock rims being chromed at local shops and they look really nice, though I haven't checked into it myself to see the cost. I imagine it wouldn't be too expensive, but I could see $50/wheel.
