well, after about 2-3 weeks with rims, the ride is harsh, i feel all the man holes on the ground, and the freeway is like hell (225/45/17)
its so bumpy, like i will feel bumps every .5 seconds of the entire drive on most freeways, unless im driving on a completely new freeway or something, i expected low profiles to give a harsh ride, but not THIS bad
i sat in my brother's 06 TL many times and it has 17 inch rims too, and its not this bad
so could it be the old struts on my 16 year old car? i dont want to get new shocks yet because im gonna lower my car anyways, so im just gonna wait until i get some full coilovers
but what else could cause my ride to be so bad? crappy tires? old car?

Sorry to hear that.  That makes me rethink of getting 17's or 18's myself:(

i dont think its only the rims though, it could be my old worn out suspension
im just trying to find out what it could be, cause my brother's TL didnt bump this much, and his suspension is way stiffer

I see that you have a 91 accord. First of all, the suspension on those model accords weren't very rider friendly. With the suspension being 16 years old  it is definately time for an upgrade. Putting on 17's with low profile tires won't help the cause. I would advise you to wait it out and buy a quality set of coilovers.

umm, i dont know
are they listed on the tire?
and what difference does it make? the higher the rating, the worse the ride?

the rating doesn't make the tire ride any better or worse... it's just to let you know how fast you can go before it overheats and rips apart...

anyway... it's impossible to compare your 91 accord's suspension to the TL... but when you decide to purchase a new set of coilovers and shocks, make sure you replace the bump stops with newer ones... they are the rubber parts that absorb a lot of impact... i had a Eiback Ground Control and Tokico Blue shocks set up in my old 96 civic and it rode pretty well...

for added stability i would invest in some strut bars to prevent body roll and body twisting...

the higher speed rated tires are generaly speaking a harder rubber so there is less give or "bounce" in them.... the type of tire that you put on makes a big difference in low profile situations... also, on that TL with 17's what size tire did he have? I'm going to assume that his tire was a bit taller (more sidewall)

they were the stock ones, whould should be 40?

the suspension on that car did of course make a big difference but the tires may have as well.... personally for low profile tires like that I prefer Falken Ziex for daily drivers and Falken Azenis for more aggressive driving where handling is important....

and my tires came with the set of rims, the brand of my tires are
Federal-Super Steel 595

ok.. it's most likely 90% suspension and 10% tires that makes the quality of the ride... i prefer 50 series over 40 series because there is less cushion...

but once again... you can not compare a brand new luxury sport suspension from the TL vs your 91 accord... even a stock suspension system upgrade will be better than the top of the line shocks/ coilovers lowering set up...

in my experiences, Falken tires are really soft and not as stiff as Nitto, Yokohama or Toyo racing tires...

I'm ridin on 19's with Falken 225/35/19 FK-452 tires. You're right, Falken tires are really soft. They ride great and I'm glad I went with them.
