Call Honda Customer Relations to see if they will authorize it:

RE: 2003 Accord keyless lock problem

I just had my dealer here in Canada change my passenger side acuator for a $25 deductable. Mind you, I have a comprehensive warranty on the car. If you have the same warranty, I would guess you should be given the same deal, otherwise I would imagine calling customer relations would be your next best step.

A last resort if they won't cover it is to go to HondaPartsDeals.com and order the acuator from them. Its usually waaaaay cheaper. When I was looking at the passenger side of my '03 it looked like it shouldn't cost more than $100 + shipping. If you don't know how to install it, the dealer might install it for you or take it to a mechanic. Either way, buying from the forementioned website will save you money as the dealer will charge a lot more... as you mentioned... $450!?!?!
