Default RPM's going up and down at idle

Recently, my car has began acting a bit strange at idle. When the engine is warm, the rpm's go up to about 1800 and back down to 1000 or so over and over. I took off the idle controller and cleaned it out, reinstalled it, and nothing changed. Perhaps its faulty ? I've heard this is a problem with honda's, my toyota I had awhile back did the same thing but it eventually quit. Any input ?
