2005 honda accord lx 4cyl auto .vehicle would start fine an intermittently or turned over slowly. now does not crank if it does very little. makes a buzzing sound from starter cut off relay located under dash pulled relay swaped with new one same thing happens. pulled starter passed test at parts store an live tested it. battery has 12.67 volts. anybody have this problem an how did you fix it? thank you. jmulder

Suggest first confirming that start signal (12V) is arriving at the starter (small blk/wht wire at starter).

If yes, then starter is likely not getting adequate voltage/amperage to turn over starter; either bad connection/s or bad wire/s. Check for voltage drop across battery + and - wires. It should be < 0.5V. If more replace/repair wire.

If no, then starter signal is interupted at ignition switch or starter cut relay.

Battery voltage should be tested under load (headlights) and should provide close to 12V.
