OBD2 to OBD1

I have a 96 accord which is OBD2. I was wondering if i could do an OBD2 ecu to OBD1 with the correct harness and utilize the power and still be street legal when it comes to inspection. Anyone? please answer or just an opinion.. anything

Your never technically "street legal" when you use an older emissions diagnostics.
