RPM surge slow acceleration
 
I have a manual 1999 Honda Accord that will randomly have an RPM surge while driving, usually under 40 mph. When it does this it surges like if I stepped on the clutch while driving, rpms go up, no acceleration. If I take my foot off the gas and reapply it after a couple of seconds it usually goes back to driving normally. It usually happens right after I shift, it started doing this about 5 days ago. Two days ago I noticed that when I make a stop after driving quickly (45 mph+) I hear a bubbling gurgling sound come from the engine. The acceleration is very sluggish as well.

Additional info: I replaced the spark plugs and wires three weeks ago and the ignition swith two weeks ago, I was running a P1457 (Evap leak) for a while but just replaced the cannister and vent shut valve which cleared the code yesterday, I will keep you posted if any other codes show up.

Let me clarify, the past two days the surge has gotten worse, pretty much anytime I apply more than a minimal amount of gas the rpms start to surge, it takes me a good 20 seconds to get up to 40 mph, when I shift gears it surges the most, like I said earlier I have to take my foot off the gas to get it to subside and then gently apply the gas again to speed up. The odd thing is there is no CEL and I checked today for vacuum leaks and couldn't find any.

Symptoms suggest a failing clutch that allows engine to spin the clutch plate on the flywheel due to worn friction surface. New clutch plate and pressure plate is usual fix.
