Seat Belts Locked

I have 2004 Accord. I had an accident, where my front tires hitted the pavement busted both wheels and rims and car hitted the concrete wall in front. Now b4 the accident seat belts were fine and were locking and unlocking as usual. After the accident the seat belts are locked as they were at the time of accident and not rolling back. Its about the driver and the passenger seat where someone was wid me and he was also wearing seatbelt.
Why is it so? and can i fix it myself???

I just bought a really nice 2001 accord and its belts are locked too. I see alot about taking it to the dealer for a free repair but the question is can this be done at home? If I reset the SRS light will it reset the belts? Are there pictures of the retractors out there to understand what is going on? Thanks...

take it to honda and have them fix it. They HAVE to by law. plus it's free....
