Trying to figure out the name of cable
 
I have a 1994 honda accord. The gas pedal is very hard. I noticed the cable that is below the throttle cable may be the problem,but I'm trying to figure out the name of this cable it's connected to what looks like a large round vacuum pump of some sort. Can someone tell me what this is. It's a 4 cylinder. Thanks

It's the cruise control actuator

. It's called a cruise control actuator.

Which direction is that cable wrapped around? It should be the same as the throttle cable. When you press the accelerator pedal, you're relaxing the cruise-control cable, not stretching it.

There's another cable from the throttle body, going down to the transmission (if it's automatic). THAT one is wrapped the other way, so you are pulling on it when you press the accelerator pedal.

Are the cables mixed up?
