Default VTEC problem?

Hi:
I have a 98 accord 4 cylinder VTEC with a problem we can't figure out.
The engine has just been rebuilt.
We have replaced the VTEC valve, solenoid and switch.

After a couple of milesthe check engine light comes on -- 1259?
After 10 miles the engine will not go above 4000 rpm.
After an immediaterestart the sequence starts again.

The oil and filter are fresh.
All the indications are VTEC valve, but we have installed two new ones.

Any help will be appreciated.

Wiring problem? Good oil pressure? New solenoid gasket/screen? Head reassembled properly?

checked all wiring, voltages. ohms etc. all within tolerance. VTEC valve is new, everything is clean. Head was planed, new valve guides etc. Oil pressure has not been checked. On a new rebuild didn't think it would be a problem.
