I am not sure about that.

When I run my car a little pass 4k rpm, the vtec kicks in, surge of power, and I can hear the difference in engine sound too.

^ x2. I rarely feel my VTEC kick in, I've only felt it maybe 3 times in the last 10k miles and in 2nd gear. VTEC kicks in at different RPMs (google VTEC light) and will not engage if the engine oil is too low.

well if the oil level was fine and your vtec was not functioning properly would your check engine light come on to let you know?

Possibly. Is you CEL on? Go to an autoparts store and ask them to scan for codes.

There are CEL codes for VTEC functions, so I imagine you would get a CEL if VTEC was not working properly

On a 6th gen V6, if your VTEC is not engaging, you won't be able to rev over 4000.
