Default timing & balance shaft belts

On my 1999 Accord DX 4cyl vtec.
Does this engine have both timing and balance shaft belts and tensioners or, just the one timing belt and tensioner?
Also, while ordering parts, I came across the term"interference engine application", what does this mean?
Sorry if these are simplistic questions.

interference engine means that valves and pistons will hit each other if engine is not set up right. u need a t-belt, water pump, balancer belt, and all seals , u should change them while ur in there to prevent oil leaks. u can reuse the tensioner.

The car has 67,000 miles. I have both tensioners in hand (but, I can return them). I wasn't sure if this enginehad two tensioners and belts. Your answer infers yes, there are two (Timing and Balancer belts and two tensioners). Next question... Can I get the crank pully bolt off with an air impact gun or do I need a special tool and a long breaker bar.

you can use an air impact gun if it's heavy duty enough, I believe it's going to be torqued around 200 ft/lbs so you need to have an impact gun rated at around 250 ft/lbs of torque max and then just let it "bang away" at it for about 30 seconds or so and it should come loose, if you've got the tensioners and they aren't that expensive then just replace them it won't hurt you and it ads peace of mind
