1995 Accord EXR program keyless remote

Hi everyone, I'm new to the HAF and could use some advice on programming a replacement remote control for my 1995 Accord EXR Auto 4 door 200,000km

I have bought two separate OEM remotes that have exactly the same FCC ID and DOC/MDC numbers as my original.
Searched and tried different ways to program each remote, with no luck. Two programming examples are at the bottom of this post.
Went to the Honda dealer and they couldn't figure it out either. They thought it might be the remote, so I bought another and have the same problem (although I have not taken it back to the dealer yet).

Both replacement OEM remotes appear to work as the red light works when pressing the buttons, but the car wont accept the programming.
I have attached a few picts if that may help.
The security system is Honda installed , P/N: 08E51-SV4-300, REF No.: HS-5CH
The control panel box is mounted under the driver side seat.

Any help would be much appreciated, thanks!

instructions that dont work:
Here are the remote pgming instructions I found.
1. Open the driver's door.
2. Push the driver's power door lock switch to the unlock position and hold it. (Continue to hold the switch during this procedure.)
3. Insert the key into the ignition switch, then remove it. Repeat this four more times (five times total) within 10 seconds. (You must complete steps 3 and 4 within 10 seconds or the system will exit the programming mode.)
4. Insert the key into the ignition switch. After you insert the key, make sure the power door locks cycle to confirm that the system is in the programming mode.
5. Press the "LOCK" or "UNLOCK" button on the transmitter. All the power door locks (except the driver's door) should cycle to confirm that the system accepted the transmitter's code.
6. To program a second transmitter, press its "LOCK" or "UNLOCK" button within 10 seconds of programming the first transmitter.
7. Release the master power door lock switch to exit the programming mode.

Here's the instructions I have which are from the 1998-2002 shop manual. But I don't know if its the same for earlier years. You start with the transmitter that's already working.

1. Turn the ignition switch ON.

2. Within 1-4 seconds, push the lock or unlock button on a working transmitter, aiming at the receiver unit.

3. Within 1-4 seconds, turn the ignition switch OFF.

4. Within 1-4 seconds, turn the ignition swith ON.

5. Within 1-4 seconds, push the lock or unlock button on the working transmitter.

6. Within 1-4 seconds, turn the ignition switch OFF.

7. Within 1-4 seconds, turn the ignition switch ON.

8. Within 1-4 seconds, push the lock or unlock button on the working transmitter.

9. Within 1-4 seconds, turn the ignition switch OFF.

10. Within 1-4 seconds, turn the ignition switch ON.

11. Within 1-4 seconds, push the lock or unlock button on the working transmitter.

12. Confirm you can hear the sound of the door lock actuators. Within 1-4 seconds, push the transmitter lock or unlock button again.

13. Within 15 seconds, aim the remaining transmitters at the reciever - these are the new ones you want to add. Confirm that you hear the sound.

14. Turn the ignition switch OFF, & pull out the key.

15. Confirm they all work.
