Default High Beam wiring

I am trying to install auxiliary lights to help with the long dark of the arctic winters. The problem is that I can not find a hot lead for the high beams to activate my relays. When I test all of the high beam wires something strange happens, when the high beam is on there is only power on one of the wires it is attached to, when the high beam is off both wires have power...Any thoughts or tips would be greatly appreciated!!

post this in the gen tech help forum. Also, the year of accord would help as well.
