2003 ACCORD 4cyl LX starter turns slower in cold weather

I have a 2003 accord 4 cyl lx and in the colder mornings the starter turns very slowly, but if you turn off the car and turn the ignition on again the starter turns faster. I have replace the battery and starter with brand new ones, the new starter is a genuine honda. i thought replacing the battery and starter will fix the problem but nope, it didn't.
anyone have had this problem before. my next step is to trade in this car and buy a toyota.

Have you checked the other ends of the battery cables? A bad gound connection can cause this.

i think i solved the problem but lets wait a couple of days to see. all i did was change out the air filter with a new one and its been starting fine (starter has been spinning fast in the cold mornings). lets see if i have solved it.

I was thinking perhaps you didn't pay enough for your starter, afterall $315 barely gets you anything anymore.

I had my starter rebuilt for $35, it starts like a champion - just saying

Those Mitsuba type starters are very easy to rebuild, brush/plunger kit 30 bucks plus a few hours (mostly getting the intake and related parts off and back on)

i did got my old starter rebuilt for $25 (which i still have) but it was still turning slow, so i had an extra 315 bucks and just wanted to do some experiment. my hypothesis that the starter was at fault was incorrect but o well. i think of it as an experiment. i also bought a brand new battery to exchange a good one to.
