92 honda accord neither fans turn

The problem can be the switch, relay, wiring, or possibly both fan motors are bad. You really have to do some electrical testing to figure out the actual problem.
Does the a/c system in your car work? If yes, turn on the a/c and let us know if both fans turn on.
