93 accord ign switch removal
 
I have a 93 accord im trying to remove the ignition switch and have it unbolted just got some king of strap n the way not sure what it is just want to know if I can just cut it to get it out of the way. It doesn't appear to be any kind of electrical it is just under the ign lock assy

You can remove the sheer bolts on the steering column collar by using a punch and hammer. See the link:
