94 ex keeps blowing 15a efi fuse?

Does anyone know why when I try to start my car I keep blowing the 15amp efi,ecu fuse under the hood?

could be water getting in the electrical connections, or just a wire worn bare touching ground. Something in the Engine harness is most likely shorting out.
check the TSBs.
If there isnt anything there for that, your most likely going to have to embark on a not-so-fun very-time-consuming processing of checking every wire in the wiring harness.

Can you tell us which fuse number it is based off of the diagram that I posted below? My labels in the shop manual are not the same as you described.

fuse 15 is a large 100A fuse correct? this fuse only blows if you jump the car backwards or if you have a direct short to ground inside the battery or from the battery positive cable touching the body somewhere.

From the wiring diagram, it looks like that fuse has the alternator and main fuel relay on it. You want to check the wht/grn wire (and that wire harness) that goes to the alternator for damage.

I'm not sure about the wiring to the alternator, but you might want to unplug the connector at the alternator and try to start your car. It could indicate that the alternator is shorting out internally.
