Update: decided to double check hoses for vacuum leaks, everything seemed in order so i decided to go for a drive to see what would happen. When i put my foot on the brake to put it in D i noticed a slight increase in RPMs when i was taking my foot off the brake. That's my Ah-Ha! moment. looks like my brake booster has a vacuum leak. never would have spotted it, even hit the brake booster vacuum line with break cleaner and no change in RPMs but every time i let off the brake the RPMs shoot up about 400 or so. Note to people with surging idle (especially 4 cylinder engines): Check your brake booster, I spent a month trying everything i could find in forums and on youtube, cleaning TB & IACV, installing new IACV,checking every vacuum hose and spraying brake/carb cleaner all over the engine only to stumble onto this.
